Tokyo Olympics 2020! Let's Go!
One goal of the Olympics is to bring people from every country closer together. Since not many people from outside of Japan speak Japanese, the best thing you can do as a Tokyo-area resident to accommodate foreign visitors is to—you guessed it—study English.
It can be said that the farther away you encounter a person from their home country, the more likely it is that they will speak English. This is especially true for top athletes, who likely have to compete all around the world. Of course, not all countries speak English, but when all else fails, it is the most efficient as a common language. If a Russian athlete and a Brazilian athlete meet while competing in China, you can bet they are speaking English to each other.
The Tokyo Olympics will bring athletes and tourists from around the world. So how English-friendly is the Tokyo area? As an English-speaking foreigner, I’m afraid I must say it’s vastly below the rest of the first world. From train station maps only in Kanji (that are likely to be confusing even to native speakers), to confusing or incomprehensible English signs (like a tanning salon sign reading 日焼け in Japanese and “Black People” in English), to citizens who can read and write some English but can’t speak a word, Tokyo can be a daunting place for foreign visitors. I hope the first step many in Tokyo will take is to improve the signage...and maybe more restaurants will translate their menus into English. Tokyo posting information about radiation levels in English on the internet is a welcome, if belated, development.
More importantly, the standard of spoken English must improve. This is essential not only to help foreign visitors with directions or to better serve them. It is not just to show that Tokyo is international and accepting of tourists and business from other countries. English is a fundamental tool in order for Japan to become an integral, contributing part of the world community.
If Japan really wants to genuinely embrace the spirit of the Olympics, of being part of the greater international community and being a relevant and driving global force, Japan must greatly improve its English language ability. Unfortunately, the education system’s stubborn focus on reading and writing, and outdated and ineffective teaching methods, only holds back the country. Japan needs businessmen who can smoothly interact and deal with companies from all around the world. Japan needs informed and educated citizens who are able to access and understand news from around the world, and not just the limited trickle that is focused on by the Japanese mass media.
Above all, Japan needs people who can sit down and have a real conversation with visitors, the kind that can allow two people to truly connect and get to know each other. Without that, Japan will have a hard time breaking out of the insulated “Galapagos” mentality that holds it back.
So please work on your English listening and speaking and comprehension. I promise it will do wonders, not only your own edification, but for helping bridge the gaps between Japan and the rest of the world. Good luck!

2020年 東京オリンピック！
皆さんよくご存知でしょうが、７年後には東京でオリンピックが開催されますね。今こそ、その準備を始める時です。
オリンピックを開催する上で、一つの大きな目標は、世界中の人達がお互いに歩み寄ることでしょう。しかし、残念ながら日本語を話せる外国人はそう多くありません。東京近郊に暮らす日本人が、海外からの訪問者を迎えるために出来ることはたくさんあります。その中でも最も喜ばしいのは、ご想像の通り英語を勉強してくれることだと私は思います。
遠い国から日本に来る外国人ほど、英語で話をしようとするかもしれませんね。特に、世界を飛び回って活躍するトップアスリート達にはこの傾向が強いでしょう。もちろんどの国の人も英語を話すわけではありませんが、お互いの母語が異なる時、役に立つのが世界共通語である英語です。例えばロシア人選手とブラジル人選手が中国の大会で言葉を交わすなら、きっと英語が使用される可能性が高いでしょう。
東京オリンピック開催時には世界中からスポーツ選手や観光客がやってきます。さて、そうなると東京はいったいどれほど英語に親しみのある都市と言えるでしょうか？残念ながら、多くの先進国の英語レベルとは隔たりがあるように思えます。例えば日本人ですら混乱してしまうような漢字だらけの駅の案内図、不可解な日本語英語の看板（"Black People (黒人)"と書かれた日焼けサロンの看板を見たことがあります）、読み書きが出来ても一言も英語を話せない市民...いざ海外の人達が日本を訪れようとした時、こうしたことに戸惑いを感じてしまうかもしれません。まずは、東京近郊にある様々な看板の英語が改善されたらなぁ、と思います。後は、レストランに英語版のメニューを置いてくれるとか。また、少々今更となってしまうかもしれませんが、東京の放射線状況の英語配信は大いに歓迎されるでしょう。
ただ、私がもっと大事だと感じるのは、日本人の英会話レベルの向上です。これは外国人に道案内をしたり、より良いおもてなしをするだけでなく、世界に向けて日本が国際国家であり、海外からの訪問客や企業を喜んで迎え入れると発信するチャンスでもあります。世界に貢献し、そして必要不可欠な存在であると主張する上で、英語は基本ツールとなります。
日本が心からオリンピック精神を受け入れ、国際社会の一員となり、政治的にも経済的にも世界の期待に応えたいと考えるのであれば、英語力を大幅にアップさせることが必要でしょう。残念なことに昔ながらの日本の英語教育はリーディングとライティングに偏っており、役に立たないどころか、足を引っ張っている節すらあるように思います。今の日本に必要なのは、世界各国から訪れる様々な企業と渡り合えるビジネスマンかもしれません。そして、日本のマスメディアによって切り取られたごく一部だけでなく、世界中のニュースに意欲的にアクセスして、内容を理解できるような見識深く、教養の高い国民が。こうした人々が、今よりもっと増えてくれたらと願います。
とりわけ、海外からの訪問者としっかり腰を落ち着けて会話が出来る人間は重宝されることでしょう。二人を表面上だけでなくしっかりと結びつけ、相互理解の助けとなれるような人は。それがなくては、日本は「ガラパゴス化(世界標準からかけ離れた状態のこと)」からいつまで経っても抜け出せず、尻込みをしたままになってしまうかもしれません。
ぜひ英語のリスニング、スピーキング、内容理解の学習に意欲的に取り組んでみて下さい。単に英語力が上がるだけでなく、日本と世界の隙間を埋めるきっかけにもなるはずです。頑張りましょうね！
